He earned his B.S. in Accounting from the University of Nevada, Reno, in 1983, followed by a J.D. from the University of Arizona College of Law in 1987. After passing the Nevada Bar Exam, Todd gained valuable experience as an accountant with Arthur Andersen & Co. before embarking on his legal career in 1991.
